The large army raised by the Parliament to fight the war (estimated at some 57,000 men) was still mobilized which was a rather substantial number and quite a burden for the new Parliament which still struggled to establish full control again and had to adequate means of levying taxes to pay for expenses and as such the troops went unpaid for months. To deal with the situation it was decided to disband starting in 1648 about half the army and give the disbanded troops 2 months of pay and a piece of paper stating that the state owed them money. At the time the army consisted of two types of troops: New Model Army which was created by sir Thomas Fairfax and Oliver Cromwell to serve as a national army for Parliament and provincial troops raised locally typically serving as garrison troops to hold land during the war and act as a reserve.
