Their principal clientele will be local people, but there is no reason why tourists should not use them too. Motorcycle ranks where the riders accumulate are at key locations in the city (for example close to train stations or on prominant intersections) but you can find them anywhere. Prices as you would expect are cheaper than for taxis or tuk tuks, but be prepared to haggle, because otherwise as a tourist you’re likely to be overcharged.
